Is it possible to change just the lock screen wall paper? Also is it possible to get ride of the icon background on the home-screen?

Yes, you can do it. Go to Settings - Security-Lock Screen and select the wallpaper you want to use.
There is no icon background in 10.3.1. You probably have an older version.

On 10.3.1, you don't even have to go through that many steps. Just find the picture you want, long press, "set as", and choose wallpaper. After cropping and all that jazz it'll give you the option to use it as your lock screen, home screen, or both
