This seems to be another bug introduced with 10.3 because my device has been doing this since I upgraded to 10.3 but on my device if I adjust the volume while i'm listening to music, there a break/disruption to the music. Restarting seems to resolve it temporarily. I also notice that if the headphones are plugged-in..sometimes the music starts to stutter and lag as I browse around. This only seems resolved by unplugging the headphones and popping them back in. Minor issues for me for me but can still get annoying at times just because I want my BlackBerry to run buttery smooth. Anyone else experienced this?

Also as a side note, don't really have too much apps installed and cpu/memory usage seem be "functioning within acceptable parameters" :P

    Any thoughts?

That issue has been reported in another thread. So you are not alone. I don't recall if there was a resolution of the situation in the thread.

Updating to 10.3.1.2558 OS Version fixed my problem with the volume disruption.

There's another thread on this yes. For me it was apps that caused it and someone else pointed out that it was the shortcut settings that was screwed up. Some apps do actually mess with the settings so it's good to pay attention when clicking on all the "yes" buttons during installation.

Don't have music shortcuts enabled. Here are the apps I have installed (Consider native app as an app from BB World):

    Sketchbook (Native)
    Gas Buddy (Native)
    The Bard's Tail (Native)
iGrann (Native) - recently downloaded this though..the issue was going on long before I downloaded that
    4 Pic Word Challenge (Native)
    File Vault (Native)
    Guitar Tuner PT (Native)
    Whatsapp (Native)

Not a big app man as you can see.

Can any of those cause the issue? I mean I don't really have any of those apps running and for me it's an intermittant issue....It looks like the "sure fire" method is to reinstall the OS and don't restore any applications. Not really too keen on doing that right now though

Guitar tuner may be one that could cause issues.. when you installed, did it have anything checked off beside "take control of volume settings" or anything to that effect?
