My blackberry virtual expert tell that I have a software 10.2.1.3247 but on my settings it tells that I have only the software 10.2.1.2977. I reformated my phone last week and have my software update 10.2.1.3247 but after refornated it turned into 10.2.1.2977 please help me to get again my 10.2.1.3247 update.

OS 10.2.1.3247 is Software version 10.2.1.2977.

Go to Settings > About > OS
There you can see the OS and Software version.

I don't fully understand the difference in the numbers, but you should have the latest update.

You can search the forum on why they use different numbers for the OS version and Software version.

Does your About screen look like the above image as far as Software Release, OS Version, and Radio Version?
Does it have the same numbers as imaged above?

Settings - About and choose OS from the drop down.

You currently have the updated operating system.
As I said before "OS 10.2.1.3247 is Software version 10.2.1.2977."

BlackBerry uses a numbering system to describe the the various sub part of there operating systems.
Software Release is the package as a whole, it contains the OS Version which it the core system and Radio Version which is the cell phone system.
The OS and Radio numbers will generally be a "higher" number than the Software number, but again the Software number describes everything.
So, you have on your phone, now:
Software version 10.2.1.2977 which contains OS version 10.2.1.3247 and Radio version 10.2.1.3140.

There are no higher official release versions for your device at this time, with the except for "leaked", "hybrid", or "beta" BB10 OS's
