    Hi I think MireoNoPanic is a great navigator. You just need to purchase in-app your maps (by TomTom).
    I'm very satisfied with it.

    I will answer the question and add:

    Yes, it can store maps offline (can be used without a data connection) and you can even store the maps on an sd card.
