    LED on my Z3 is inconsistent and only blinks until I unlock my device. My OS is 10.3.1.1565.

    What do you mean by it being "inconsistent"?
    Isn't that the intended functionality? Do you expect it to keep blinking after you unlock your device? Did it do this on previous OS versions?

    Yes it should blink until I read/open intended notification. Why should it disappear only on screen on/unlock?
