    I know some of others BlackBerry users also experienced or are experiencing this issue. I had my phone wiped yet it failed to finish. It took one whole night and was stuck at 96%. I spent the whole day without my phone. I kept it at home since it was not usable. Then I thought of BlackBerry Link. I hoped to just get it work like before, yet I couldn't. The phone didn't detect. I read some comments on a YouTube video, I forgot his name, then I followed his suggestions. I plugged my phone with my computer with the Blackberry Link on. I restarted the phone by press-and-holding the device about four to five times, the phone started to detect again. I reloaded the phone with the program. SOLVED.
    I'm typing on my Z10. Thanks
