To make story short, his Z10 went for a swim in the ocean, he bought a new battery which charges but phone won't turn on, he loaded the OS via BlackBerry Link, but the phone won't turn on, what are his options?

Unfortunately the damage is done when the salts dry on the circuit-board. In the UK you can buy pure water cleaning kits but I believe the phone has to be turned off as soon as possible after the incident to avoid potential damage.

Salt water can really be "death" to electronics. His phone might be ruined completely. But as suggested remove battery, wash with distilled water and then thoroughly dry for a number of days.
