Just tap on the text above the clock that says Notifications Off. It will disappear, which means Notification are on. Tap again to disable notifications.

There is no way to enable it currently so it's Phone calls only, everything else off. That will be coming SOON. If you want that option, I suggest going to Settings > Notifications, enabling Phone only, then just going back to the clock app for night. That's what I've been doing.
