Out of a possible 13gb of Z10 phone storage, the 10.3.2.2474, STL 100-1 OS is occupying almost 9gb. Please is that normal?

Mine usually hovers around 5GB or so - 9 seems pretty high. If you had an interrupted install at some point in the past, it may be hard to release that memory. I'd try a hard reset with the volume buttons.

If you have a ton of Android apps installed, they can occasionally clog the system resources as well. There is no solution to that other than deleting some.

Last resort, would be an OS reload or autoloader.

No. But just hold down power button until reboot. Same thing.

Doesn't the hard reset mean I'll lose files and stuff?

No. This is not the same as a security wipe.

If you do a full backup first you shouldn't lose any data.
