One of the ways is to uninstall Mcafee and then setup Remote file access. Now you can install the Mcafee security and turn on the firewall.

I've tried everything that has been suggested so far on this thread and Remote File Access still doesn't work when McAfee firewall is turned off. Of course, when the firewall is turned off, everything works perfectly.

Has there been any other fixes/workarounds found?

I finally figured out what I was doing wrong! In the drop-down menu where you can either choose ?All PCs? or ?Your PC and other devices on your network?, I had chosen the latter. I changed it to the former and it worked on Wi-Fi, 3G and 4G!

Guys, NONE of this is necessary.
I did 2 things and then Blackberry Link's Remove File Access feature IMMEDIATELY started working.
First, My computer with link is running windows 7
    open "Services"
Find the service called "RIM MDNS"
Right Click and then click properties
Under startup type confirm it reads "automatic"
If NOT RFA WILL NOT FUNCTION
    Set startup type to automatic.
Then under service status confirm it reads "STOPPED"
If so left click start to start this service.
    After wards left click "OK"
Next do the same thing for the service called "Blackberry Link Communication Manager":
Right Click and then click properties
Under startup type confirm it reads "automatic"
If NOT RFA WILL NOT FUNCTION
    Set startup type to automatic.
Then under service status confirm it reads "STOPPED"
If so left click start to start this service.
    After wards left click "OK"
After I did all this RFA, remote file access immediately started working with or without my wifi being on.
You can all thank me personally on my facebook page I'm on facebook

In the McAfee firewall, I had to open another port as well, TCP 4001, before my Z10 could see the files, using file manager, on my computer. Now it works. Thanks, everyone, for the advice.

Anyone have any information on RFA with Kaspersky? I had Kaspersky Anti-virus on my laptop. RFA was working fine with my Z10. I was given an upgrade to Kaspersky Internet Security, after which my RFA no longer works. Did the usual uninstall Link and re-download. Restart computer, turn Link off and on on Z10 restart Z10. Get the following when I click the computer in Z10 Link settings and computer doesn't show up in file manager. I believe it has to do with the new Kaspersky set up, but I'm not real comfortable messing with security settings.
