On the bar below the icons where the camera icon resides, on the left is the phone icon and grayed out but behind the phone is a back arrow, behind the search icon there is a greyed out share icon and behind the camera there are the 3 dots.
If I swipe up from the bottom the telephone, search and camera icon slide down out of view and the page of icons shrink, as soon as I release my finger the icons that slid down slide back up and the page of icons returns to normal, the greyed icons along with the 3 dots remain behind the phone, search and phone icon.

Not sure if this makes any sense but it's sure odd,

The phone , search and camera icon function as they're supposed to.

i think its your wall paper??
maybe you accidentally took a screenshot of your wall paper with that bar and set it as the wall paper??

It could be that your wallpaper was a screenshot that included the bottom bar. Have a look through your photos and see if that photo you're using as your wallpaper has that bar on the bottom
