Okay, I'm with t mobile, and they said they will unlock your phone after45 days and/ or the phone is paid off (I dunno if it is and, or if it is or, but, dosent matter)

I was playing around on my phone, and I saw this is settings under security and permissions -> SIM card

My guess is yes, it is, but I just want to make sure before I buy a sim Card on Monday

I'm not 100% sure, but, I don't believe so. Mine looks the same, and I KNOW AT&T didn't sell me an unlocked device...

Hopefully someone will be along shortly to confirm or deny this.

Mine is not locked and here is what I have.. seems yours is still locked

I did some googles after I posted the thread, and it isn't :-( hopefully I can get them to unlock it because office voicemail issues I've been having, haha
