I finally managed to solve it!!!

What i did was re-install the OS, (don't forget to backup everything), after re-install-ing done, DO NOT RESTORE THE "SETTINGS" backup on BB Link, just restore your system apps and media.
I'm thinking the problem came from the Settings Restore, if you did not restore the settings, i'm sure you will find the "Smart Dialling" on your Phone settings.

After searching various posts on this issue, I have found out that the smart dialing settings are supposed to work for all as it does for some but it always depends on the country you're in.

I'm in Nigeria, so if you're here too and you want it to work and you're brave enough upgrade to the leaked Q10 OS found here http://sonyhelmi.com/Os/SQN_3_BB10.1.X.4285.7z. I'm sure this would work in other countries as well. Use smart dialing settings as seen in the picture for Nigeria.

I can confirm that it works....
I am on .4181 but i did notice something in my smart dialing.
- country code default was correct
- but the national number length defaulted to 11 digits instead of 10. when using country code+xxx, the leading "0" is always eliminated from outgoing calls. so I changed national number to 10 and not 11 as defaulted in Smart Dialing.
- Next I deleted my call log..
- then i asked a few friends to call me
- contact names showed and not numbers.
