    Currently no.

    NFC tags can be programmed with a URI (not URL).
    Not all URIs are supported by platforms.
    BlackBerry 10 and BlackBerry OS 7 support Text, SMS, Email,Phone, and Web URIs.

    3. Party apps like NFCShortcuts and Shortcutme on BlackBerry OS 7 could program the tag to do almost anything (including wifi hotspot toggle)by running user's macros after a tap on a NFC tag.

    MyProfilesPro and ShortcutMe apps on BB10 can program tags to do a lot of other things, but toggling Wifi Hotspot is not supported yet due to the current BB10 API limitations.
    Currently, with those apps, you can only program NFC tag to open Wifi Hotspot Settings page so that you can manually toggle it.
