    i have installed 2 android apps, 1 mobile and meow.
    i decided to delete them, well that worked fine, long press and touch the "trash can" icon, they were gone.
    but i kept getting notifications of them so i thought a restart may help, switched my phone of and on again... those 2 apps were back there!

    what can i do?

    Open Device Monitor. Pick the Storage Tab. Scroll down and around until you find the app or apps. Long Press and hit DELETE when offered the prompt.
