I don't think this implies anything about the battery life of the device so much as it builds on one of the benefits that removable batteries have which is that you can always have one charged up thats all.

If you have a spare battery inside this charger, and you plug the charger into the phone while not connected to an outlet, does the battery in your phone charge off of the spare? Or does it simply run off of the spare battery and not "top up" the battery in your phone?

Yes from reviews I've seen it will charge the battery in your phone. You can also plug the charger into the wall and your phone into the usb on the side there and charge both at the same time.
