I wiped my Tour and when it rebooted it presented me with a message indicating something along the lines of:

"there are contacts saved on your sim card would you like to copy these to the device?" I selected No.

1.) What does it mean by there are contacts saved? Can these be retrieved by someone when I send the BB back to VZW?

2.) Is there anything else saved to the sim card?

yes there could be something on your card. I think there is a way to format your card, can't remember exactly where but check your bb desktop

Yes it is probably if your with the VZW... Their global support number... If you want you can though save your contacts to the SIM card...
