Ok, so i have searched and cannot find anyone who had this problem. I updated the Tour the day the new release came out (im running v5.0.0.591). The release is working fine however the other day My phone said that there was an update which i figured might help the ringtone problem i have been having. So i downloaded the update but then noticed it is the same exact release that i already have. Now it keeps bugging me to update and i cannot get rid of the update. Does anyone know how to get rid of the "Download Complete" icon and delete the update?

Any help would be appreciated.

There was an updated .591 released by Verizon after the initial release.
Maybe that's what your phone is trying to install.

Perhaps that is it - i will run the update. -- i guess that it cannot hurt. Thanks for the advice.
