what would be the benefits to unlocking your Tour and what exactly does it do?

Use your phone in other countries with local (to the foreign country) sim cards = cheap calls

You can also use AT&T and T-Mobile SIM cards here in the US as well... although you won't get 3G speeds for data. It only supports 3G speeds overseas. In the US the Tour only supports 2G speeds.

I have a T-Mobile sim card in my Tour at the moment (it's unlocked) so if I'm ever in a spot where Verizon has no service but Tmobile does I can switch my Tour over to GSM mode and continue using it. (Albeit with a different phone number)
