I just got an unlocked Blackberry Tour running on 4.7. It's missing quite a few service books it seems as I don't have browser, MMS, GPS, wifi, etc. Only SMS and calls work.
There are alot of tutorials online that help remedy the problem however they require an internet plan.
Is there a way to get the books onto my phone WITHOUT said plan? (as in, I only have voice and SMS.) I'm on T-Mobile. Phone is Verizon branded.

Get a prepaid plan for a month. Look at the Even More Plus Plans.
Also, it's worth noting that 1) the Tour 9630 does not have WiFi hardware (I missed that in your OP), and 2) the GPS will work without data but you need data for the maps so there's not much point.
Also, MMS requires data on BlackBerry so even if you get the Service Books, it probably won't work.

Oh wow, can't believe I thought it did, I think it was because I was looking at the new incoming tour.
Regardless though, I still need MMS and GPS
I have a 8120 without data and MMS works fine.
