So I sold my tour on ebay and I unlocked it before hand through verizon global. I then used a security wipe to delete all my info off the phone. Then I shipped it out. The woman got the phone and is saying that it isn't unlocked. Is there something she is doing wrong or did the phone relock?

that would not relock it.
If she goes to the SIM options and typed MEPD, does it say Network: "Inactive" or "Disabled" ?
that means it's unlocked.
Perhaps she is confusing the PIN not being released with it not being unlocked?
