The question you need to answer is if you make and receive calls with your T-Mo SIM. According to what you posted already the device IS unlocked.

I cannot connect to a GSM or UMTS network

On the Home screen, click the Manage Connections icon. Click Mobile Network Options. Verify that the Network Technology field is not set to 1XEV.

On the Home screen, click the Manage Connections icon. Click Mobile Network Options. If the Network Technology field is set to GSM/UMTS, verify that the Network Mode field is set to 3G & 2G.

Glad you got it working.

I was posting at the same time you figured it out, but hopefully someone else who searches will benefit from the solution.

CDMA world devices can only get 3G on European networks... Will only work on 2G in North America.

Default Unlocking BlackBerry Tour 9630

You need to set it to work with GSM and not CDMA that's all.
and yes, if all lines on the SIM card security screen shows "Disabled" it means that your Blackberry Tour is unlocked.
