Default Tour 9630 from sprint won't turn on

I'm overseas and suddenly my Tour won't turn on. I suspect that the battery is dead but it won't even turn on with the power plugged in.
Without the power plugged in I get nothing. Black screen and the LED is off.
When I plug in the power I get red LED com on for about 20 seconds and off for about 10 seconds and this keeps repeating. I've tried battery pull a few times and left it on the charger for the whole day.
I thought maybe the screen died but if I take out the battery and plug it in without battery I get a NO BATTERY sign on the screen.

Shouldn't the phone work with the wire plugged in even with dead battery?

    1. The phone will not work without a good battery in it even when plugged in.

    2. Try plugging it in with an authentic BlackBerry AC charger and leave it for 4 to 5 hours. If you still get the on and off flashing LED, then you likely need to reload the OS and you probably will need to follow the procedure to recover a nuked BlackBerry using JL_Cmdr.

    3. You might need to replace the battery.
