    Will the Tour be faster downloading from web than my current Pearl?
    Is the Tour a "3G" phone?

    Yes it is. It uses Verizon EVDO Rev A network.

    also keep in mind that not only is it on 3g but it has much higher specs so that helps with the speed as well
