    I can confirm that my tour is locked, it would not work with either ATT or T-mobile, when i do MEPD it says network active

    i have no idea that sim cards come in different sizes! are you sure!?
    The overall sim card is the same size, but the chip window size or the chip itself is different size.

    My Tour is locked.

    I tested with three different SIM cards and it wouldn't work.

    T-mobile, AT&T and Orange (France) no luck.

    As reported by others, the SIM that comes with the Tour looks different from a regular SIM, not in shape - the cards contacts have a smaller surface.

    I don't know if that makes any difference.
