sprint misled me into thinking my old data plan would let me surf the web on this phone.I bought 4 of them and now i find out i need to subscribe to a blackberry plan that will cost 40.00 a month per phone more.I dont want to spend any more money than i need to.How can i get free web and maybe even free gps?

If the Tour had Wifi you could've used that to browse etc.. But you will need a data plan to use the internet

But, getting back to the original post, you're gonna need a data plan on the Tour.
