I'm in the US on Sprint network (well, actually Boost...).

I had 4.7 OS, multilingual and was able to read SMS, email, and web in Hebrew WITHOUT any setting, just by default.

Went to Israel and Loaded a local SIM card, switched network to GSM and everything worked great.

As I returned to the US and changed back to CDMA (1XEV), suddenly SMS sent to me in Hebrew from Israel, comes out as QUESTION MARKS and web as garbled characters. Email did show Hebrew!!!

Loaded previous backups, reinstalled 4.7 OS, nothing worked, still "??????".

Upgraded to Sprint OS 5.0 "All Languages". Made sure Hebrew is loaded & through DM and activated in the phone. Hebrew option is shown in all language settings.

Now, email & web are perfect in Hebrew. SMS still appears as QUESTION MARKS!

I don't need it for input, just for reading. It worked, so what did I do wrong?

you are going to need a 'Multi Lang' OS, not an All Lang OS
