On my Tour (through Sprint), I can still get emails, it notifies me by Sound that and email has come through, but the icon on the desktop (the little Envelope) does not highlight anymore (I have 2 email accounts setup on my Blackberry and neither icon lights up anymore when email comes through).
Are you getting notifications for other things, like SMS mesages? I had a similar problem and figured out that it was caused by changing my icon grid layout from the default setting. check Options-->Advanced Options-->Accessibility. Home Screen Grid Layout should be default. If it's anything else, that may be the problem.
