This bill never became law. This bill was proposed in a previous session of Congress. Sessions of Congress last two years, and at the end of each session all proposed bills and resolutions that haven't passed are cleared from the books
I think this bill, even if passed into law, is ultimately unenforceable.
How is it unenforceable? This deals with the cell phone manf. making it have a sound, not the user. After this, every phone will make a sound, and probably have more checks in-place to make sure the user cant override it.
And the other bill i read said it had to be audible within 20 ft or something ridiculous.
Its really stupid, because with the size of pocket cameras now, they have better lenses / AF and are just as small..

Well, it probably sat in the house the first time around due to its discriminatory nature. It'll probably sit this time for the same reason. If it's ignored, no one has to vote yay or nay and look bad.
If it's passed, it can be challenged for its discriminatory nature and overturned in the courts.
It also falls flat on its face in logic. Not that all laws are logical, but this one probably won't get anywhere because if it does, and police have to enforce it, they're going to be making a LOT of false accusations/charges/presumptions, etc violating privacy, civil rights, and so forth due to the grandfathering of "old" phones. If police decide not to enforce it so that they don't risk accusing, arresting, and prosecuting innocent people, then the entire law is moot.
If it's passed, it will also force manufacturers to create noisy phones, which in turn will turn customers off because there are times when silence is important, and they'll stop buying new phones. The manufacturers will then lean on the lawmakers to repeal the law so that they can resume manufacture of phones that can be operated quietly.
does this app just mute the camera noise? it shows up on every menu screen no matter what app or function i'm using..."Mute !" / "UnMute" ! is this normal?
