All the 7.1 versions have wifi hotspot capability. Some carriers, like AT&T require you to pay a tethering plan. If you are trying to work around that and are on AT&T, 7.1.0.378 is the version to rock. When OS versions are discussed on the forum, they use the number that is in the parenthesis following the number you quoted.
    Torch 9800, 9810, STL 100-3 Z10, 10.2.1.3247
    Blackberry Playbook 32gb

I played with .694 and a .694 hybrid, but they needed a tethering agreement with AT&T. Since I only use it when I don't have wifi available and don't want to lose my grandfathered unlimited plan, I went back to .378. If anything, after a a complete wipe and reinstall, it works even better than before. The only rocky thing was that emails didn't show images while the OS was settling in. Now fixed.
