I've noticed this with my 8310, BOLD, Onyx, and now the Torch. As soon as I plan on upgrading my wife(device-only), the price goes down for awhile. I also won't be surprised to see it go up again.

As long as you're within 30 days of your original purchase date they can either swap you out for the new colors or issue a credit for the difference.

Here in Canada we always get screwed. Rogers raised the price to 229.99 and then we have some at 179.99. By the same token if everyone is saying prices have decreased because they are not selling well, have the increased prices in Canada because they are selling well?

I think I'll go in tomorrow while I'm out and about to ask. I'm sad I'll have it all set up if I get a new one but worth it to me. (I love the black but the white is very tempting.)

Where do you see that? At Cell Phones and Cell Phone Plans - Wireless from AT&T the price is listed as $199, which is the same price as the Samsung Captivate and iPhone 4. If you see a lower price, it is more likely a promo. As for sales struggling, there's no indication of that. RIM says that it is selling very well:

Research In Motion CEO Discusses F2Q2011 Results - Earnings Call Transcript

"Since the Torch launched, sell-through run rates have more than tripled in AT&T retail stores and Torch contributed to the best month ever for BlackBerry Smartphones with Best Buy in August. In fact, based on sell-through in the first three weeks after launching AT&T, Torch is the most successful GSM BlackBerry Smartphone launch in RIM's history."
