Outlook Personal Folders

I am helping out a friend with his BlackBerry Torch 9800. Trying to sync his personal folders with his BlackBerry. The device is on BES and using Desktop Mngr 5 so the option to sync personal folders still exists (just won't work wirelessly, which is fine). The files show up on the BlackBerry when he goes to View Files, however they are all empty on his device, none of the messages from the respective files moved over. More importantly the 'File' option does not exist in his menu to facilitate organizing his messages into the different folders on his device to be sync'd at next connection.

Any help would be appreciated. Thanks!
