If you installed software that allows you to trace a lost phone BEFORE you lost it, you can use that. If you didn't, about all you can do is dial the number and hope someone hears it ringing and answers it. You can't trace its location.

If the phone is off, it wouldn't be traceable even if you had installed an app. As I posted in the other thread, reporting it stolen ends your liability for charges. That's all you can do.
