No it does not. I am pretty sure there is no way to get Insta on the 9800 at this moment. Sorry.

Unfortunately you won't find much modern app support on these legacy devices. Your best bet is to get a Q10 if you would like to maintain a physical keyboard, or a Z10 or Z30 for full touchscreen devices. The Z10 and Q10 are pretty cheap nowadays on Amazon and eBay. That way you're getting the latest compliment of apps, both native and Android, and device support.
Hate to say it, as my Storm 2 still gets some use.

No instagram is not on the legacy BlackBerry devices(old ones)
However you can get instagram and all your android apps on the BlackBerry 10 devices like on the Z10,Z30,Q10,Q5
