1. What carrier are you on?
2. Do you have an ACTIVE BlackBerry Data Plan (BIS) with that carrier?

Ok.

What country are you in?
What carrier/phone service provider are you trying to use?
Does the carrier/phone service provider offer BLACKBERRY Data Plan Service (BIS)?

You need a BLACKBERRY DATA PLAN in order to use BLACKBERRY DATA FEATURES.

Are you able to see the icon at all in any menu? Under the Applications folder perhaps? If you see the application in a different folder, highlight the icon, press menu, then Move to Folder, and select home. This will put it on your main application screen.

Now, if you don't have a BIS data plan, there's a chance that the Maps application is hidden. You would need the data plan in order for the application to be unlocked for your use.

You never did answer the question asking if you had a BIS data plan...
