What is a customizable theme?

Every theme I have had I have been able to change wallpapers and move the icons. Does that mean they are customizable themes, or is there more that can be changed on a customizable theme?

When a theme developer says that the theme is customizable, it refers mostly to the homescreen icons. When the last version of the theme builder came out, we could make more types of themes, but it wouldn't allow the icons to be customizable by the end user. This version allows that as long as one box is checked when creating the theme.
