The apps it comes preloaded with are determined on where it's from.. is it new? used? etc.. different cell companies preload different apps.
You can download apps at appworld.blackberry.com
and the latest software is at us.blackberry.com/update - 06-24-2012, 02:05 PM

if you wish to upgrade the OS, there's a sticky page here on the CB Storm forum page that will tell you the latest OS for your Storm 2
That would be a great start as you'd be needing the latest version of appworld. Once you get your OS upgraded, then there's lots of free apps on the appworld you will find.
One advice: Get Advance Os Led and Calls - the best free app out there.

Cool apps? A lot! Starting from common apps such as Twitter, Facebook, LinkedIn, Evernote, Ebay, PayPal, Shazam, Documents To Go (Word To Go, Slideshow To Go, Sheet To Go),... to less common apps like weather forecast apps, Screen Grabber, Quick Pull, ScoreMobile, Wunderlist, Vlingo... and so on. It depends on what you need. And, "last but not least", all the Blackberry apps like Blackberry Travel, Blackberry Wallet, BlackBerry Protect, BBM (BlackBerry Messenger), BlackBerry Presenter,...
