Cant receive,but can send calls.BB Storm 2

I have a Blackberry Storm 2.After powering up the phone,l can send but not receive calls.UNTIL,l call my cell from my landline or call the cell (busy signal).Once l do that,l can receive calls again.But l have to go through the steps before l can receive calls.Phone is on the cdma network.Unlocked,but phone says Verizon.I live in Canada.Bought the phone from Ebay.Any help would be appreciated.
