A few options are to pull the battery cover off, remove the battery and put it back in, aka a battery pull. You can also try going to Verizon, and if you don't have water damage, they should replace it for free as long as they don't have a solution and it's not the fault of the user. I've never used safe mode, so I'm not sure how to enter/exit safe mode.
