to get EDGE you need to have a proper BIS data plan

    have you done this?
does TelCel have your PIN and such activated properly?

I've read few reviews with the BlackBerry Storm2 9550, like this one, for example:

    BlackBerry Storm2 9550 test | Review and specs for the Storm2 9550

After purchasing I was a little bit disappointed because these problems was not mention in any of these reviews.

Contact your carrier ans get a Blackberry dataplan first, then reinstall the services books..

A proper data plan and service books should do the trick for you. I have a Verizon Storm2 running on Rogers network (EDGE) just fine with their service books.
