Using storm on Beeline in Kyrgyzstan

I got my brother a storm to take with him to take to war. Where he is they have beeline wireless.

This is what he said to me in chat.

yo i unlocked my phone but it wont call out
\it still says my old number in the my number thing when i try to call out

it reads the sim and i get signal...when i try to call the us it just goes straight to call failed
But it reads the local network tho...beeline
beeline KG to be exact..

Any steps he needs to do to make it use the GSM?? Help appreciated..
