I found a theme online but when I click on the link for it all it will do is download to my device, or my computer, depending on which one I am on.
How would I go about adding this theme?

It's the only place could find, what I think is the Today Plus them for free
The simplest way is to take the option to load directly to your phone. It should download and install. Then go to Options>Themes and you will see the theme listed. Click on the new theme and it will become your new theme.
