More information would be helpful.
1 Do you have a sim card for Telcel in the Storm?
2 Have you gone to Options>Mobile Network on the phone and changed the Network Technology to GSM/UMTS

You need to register the device on the network as well ...

2 I did change the Network Technology for GSM/Umts and nothing also y restore the service book' telcel with Destop Manager and Nothing......  another sugestion brother.......plz
