I was just clearing up some files and just looking at stuff on my storm. When I looked at the Sim at the top it says Sim Card: Security Disabled: Does this mean that the phone is unlocked?

Options > advanced options > SIM card.
Bring up the keyboard and type MEPD ( in landscape) or MEPPD (in portrait)
If it says Network: Active. It's locked.
If it says Network: Disabled. It's unlocked.

I unlocked my cell last year and mine too shows

But it also says:
Sim:
Disabled
Network Subset:
Disabled
Service Provider:
Disabled
Corporate:
Disabled
So... Is my cell actually unlocked?

Yes. Network: Inactive indicates that the device is unlocked.

I had my AT&T BB unlocked in Dubai by Etisalat, but now it doesn't seem to work with AT&T or SmartPhone or other carriers. What might have happened?
