problem BIS on 9530 verizon

Dear all.
I have problem with my  9530 when bringout from my country,,it was not working on BIS so, when I put sim card BIS active it will SOS signal and insert sim..but when I put non BIS simcard ,it was normal signal(gsm only)and it works only for call or sms.
I try to ##000000 dial and put first line (12 digit 0) and 2nd line(enter 0 digit till full)but all of that was not working.BIS(blackberry internet service)not active at all.anyone know how this problem?
