so i ordered a storm on the 21st over the phone and they said they wouldnt charge my card and would put it on my bill. is that normal?

thanks...i was a little worried because they did say i would receive it on monday or tuesday of course i did NOT receive anything and when i called today they said it would ship it out next monday....hmm, wont get my hopes up this time =/
