Yes there is a way to make a launcher for any website you want. An Unlock code is a way of making your device usable on other networks than the one you bought it for. That contest is over though.
Unlock codes are used to unlock your device to use on a different carrier like

I think what you're seeing is a crackberry launcher. Check out 3rd party apps. I think you can get launchers for your favorite sites.
