I have the chance of getting another Storm from my friend for $250 and it's unlocked. Would Telus activate it?

Telus being a CDMA carrier would be able to provided it was a telus phone. The reason I say that is most carriers that are CDMA will only activate phones that the IMIE number originated with them. This is the reason that sprint will not activate any storms on their network because they know that the phone didn't belong to them.
