You have to be near a Verizon tower. This happened to me at my house, kept hitting a US Cellular tower. Had to drive a mile down the road. Of course it only takes a minute or so to program.
If you call they can tell you where to drive to be in range.

Also, make sure you have the network technology to 1XEV and NOT Global. This can be done by going to options and clicking on Mobile Network.
