    I recently upgraded to the New Verizon Tour...just wondering if I can give it (Storm) to a family member who is with another carrier and have it reprogrammed?

    search forum about unlocking storm... short answer, yes you can., depending on the carrier.

    you can easily unlock the GSM radio / SIM slot to work with ATT or T-Mobile, however the storm is unable to access either carrier's 3G networks.

    The CDMA radio might be able to be unlocked, but I have no idea how to go about it and Verizon definitely would not help you with that.
